A Gyoseishoshi, Certified Administrative Procedures Legal Specialist, is a nationally certified professional authorized by law to prepare, at the request of others and for a fee, documents to be submitted to governmental agencies, as well as other documents (including drawings based on on-the-spot examinations) relating to rights, duties or the certification of facts , as defined under Article 1-2 of the Certified Administrative Procedures Legal Specialist Act.

The “documents to be submitted to governmental agencies” prepared by Certified Administrative Procedures Legal Specialists are generally those required for license and permit procedures. Representative examples include application forms for construction business permits and industrial waste management licenses. It is said that there are more than 10,000 types of such documents.
 

Certified Administrative Procedures Legal Specialists also prepare “documents related to rights and obligations”, such as articles of incorporation necessary for establishing a company, inheritance division agreements, and various types of contracts.

Furthermore, we prepare ”documents relating to the certification of facts”, which are defined as “documents sufficient to certify matters relevant to social life.” Examples include maps and drawings (location maps, guide maps, current survey maps), meeting minutes, accounting books, balance sheets, and income statements.

In addition, our office is registered as an application agency Certified Administrative Procedures Legal Specialist under the Immigration Control and Refugee Recognition Act, allowing us to prepare and submit applications and related materials for residence status and other immigration procedures.

As such, the scope of a Certified Administrative Procedures Legal Specialist’s work is extremely broad.
However, when other professions have exclusive rights to perform certain tasks under separate laws, Certified Administrative Procedures Legal Specialists are not permitted to engage in those activities.

The 2025 amendment to the Certified Administrative Procedures Legal Specialist Act newly defines the mission of the profession as follows:

“Through their work, Certified Administrative Procedures Legal Specialists shall contribute to the smooth implementation of administrative procedures, improve convenience for citizens, and thereby serve the realization of citizens’ rights and interests.”

As society becomes more complex, the number of situations in which citizens must submit documents to administrative bodies has increased, often requiring specialized knowledge. Certified Administrative Procedures Legal Specialists support citizens in achieving their rights and interests in such cases.
